Conditions of restriction（制限条件）
1.Shall not be placed on the market as a substance on its own, as a constituent of other substances, or in mixtures in a concentration equal to or greater than 0,3 % after 12 December 2023 unless manufacturers, importers and downstream users have included in the relevant chemical safety reports and safety data sheets, Derived No-Effect Levels (DNELs) relating to exposure of workers of 6 mg/m3 for exposure by inhalation and 1,1 mg/kg/day for dermal exposure.
１．製造者、輸入者、川下使用者が、化学物質安全性報告書および安全データシートに、労働者の暴露に関する導出無影響量（DNEL）が、吸入暴露で6mg/m3、経皮暴露で1,1mg/kg/dayと記載されていなければ、2023年12月12日より物質単体、他の物質の成分として、あるいは混合物として、濃度0.3％以上のものを市場に出してはならない
2.Shall not be manufactured, or used, as a substance on its own, as a constituent of other substances, or in mixtures in a concentration equal to or greater than 0,3 % after 12 December 2023 unless manufacturers and downstream users take the appropriate risk management measures and provide the appropriate operational conditions to ensure that exposure of workers is below the DNELs specified in paragraph 1.
２．2023 年 12 月 12 日以降、製造者及び川下使用者が適切なリスク管理措置を講じ、作業者の暴露が第 1 項で規定する DNEL 未満であることを保証する適切な運用条件を提供しない限り、物質単体、他の物質の構成要素、または 0.3 %以上の混合物として製造、または使用しないものとする。
3.By way of derogation from paragraphs 1 and 2, the obligations laid down therein shall apply from 12 December 2024 in relation to placing on the market for use, or use, as a solvent in direct or transfer polyurethane coating processes of textiles and paper material or the production of polyurethane membranes, and from 12 December 2025 in relation to placing on the market for use, or use, as a solvent in the dry and wet spinning processes of synthetic fibres.
３．第1項及び第2項の適用除外として、繊維及び紙材料の直接又は移送ポリウレタンコーティング工程又はポリウレタン膜の製造における溶剤としての使用のための上市又は使用に関連して2024年12月12日から、合成繊維の乾式及び湿式紡糸工程における溶剤としての使用のための上市又は使用に関連して2025年12月12日から、そこに定められた義務が適用されるものとします。
